Could universal basic income work in the Yukon?

On Friday, the Yukon Anti-Poverty Coalition (YAPC) released a study which looked at how a universal basic income program could work in the territory. 

Universal basic income, also known as a basic income guarantee, is a program that would see everyone receive a stipend to cover their basic needs. 

Unlike other social programs, which can require legwork to prove eligibility or come with strict requirements for how the money is spent, the funding would come with no strings attached.
