Supporters of Alameda’s first guaranteed income pilot, Rise Up Alameda, just celebrated its successful conclusion—now, they’re sharing the stories of the people behind the program in order to change the way Alamedans think about poverty.
Rise Up received applications from more than 2,300 eligible residents when it launched in 2023, and selected 150 recipients through a randomized lottery. Between December 2023 and November 2025, those participants received $1,000 in cash funds every month, disbursed through a reloadable debit card. They could spend the money however they wished, no strings attached. To qualify, applicants had to be Alameda residents and report a household income under $51,800.
